1.Closest
It means that the distance between the patient's location and the hospital is five kilometer in diameter and seven kilometer in journey.

2.Urgent most
it means that the critical patients will be transferred rapidly to Grade II-A hospital or above.

3.To the fullest ability
The patients will be transferred to the hospital with the ability to cure accordingly.

4.To satisfy the patient's requirement
With the state of illness allowed, the patients will be transferred to the hospital without the regional restriction if patients or his relatives ask to be cured in the designated hospitals of medical insurance, or contracted hospitals.

5.The doctor shall report to the staff in charge of dispatching about the hospital where the patient in a critical state has been sent.
